About Us
OUR MISSION
NHSDC’s mission is to further the community we serve by promoting economic development through business development, affordable home building, and support of local agricultural industries. We serve eleven (11) counties in South Texas characterized by substandard housing, high unemployment rates, low educational attainment, and poverty.
We offer a range of loan products, including USDA-IRP small business loans for startups and expansion, SBA microloans, CDFI loans, commercial real estate financing, home improvement loans, consumer loans, and agri-business loans. NHSDC is a key player in the border region with a strong track record in economic, business, and community development throughout the Middle Rio Grande region.
We continue building new affordable housing and helping home buyers attain affordable mortgage financing through partnership with private lenders. We offer technical assistance, community workshops, and development services to our borrowers including assistance in business plans, financial projections, marketing, bookkeeping, entrepreneurial training, credit guidance, and homeownership counseling. The majority of our services are provided to Hispanics, which make up 87% of the region’s population. We do offer bilingual services. NHSDC is a certified CDFI, incorporated as a private/public 501(c) 3 by the State of Texas in 1986.

Home Mortgage
We do not make home mortgage loans through this agency but we do however, package USDA Rural 502 home mortgage guarantees, pre-qualify buyers for federal and state loan guarantee programs through the VA, FHA and USDA and introduce buyers to local banks and credit unions that have long standing relationships with our organization.
Consumer Loans
Our consumer loans have a cap of $3,000. Collateral to secure the note is the title of your vehicle. The approval of this type of loan will be based on your credit score and the value of your vehicle. The maximum term on this loan is twelve months at a reasonable fix rate.
Small Business Loans
We offer small business loans between $5,000 and $100,000 for: Business acquisition, working capital, purchase of machinery and/or equipment, purchase of inventory, acquisition of furniture and fixtures, purchase of real estate to house the business operations and for leasehold improvements.
This type of loan request can be used for business start-ups and business expansions. Applicants must be located in our service area and loans must create or retain local employment. Collateral is required on all loans. In most cases, collateral provided is the equipment, inventory, real-estate, etc.
Housing Rehab Loans
NHSDC, Inc. is also an affordable housing agency providing home ownership and credit counseling, home mortgage loan guarantee pre-qualification services, and home rehab loans.
Our business strategy reflects our mission of stimulating rural economics through housing construction, business development, and job creation. Our Housing Rehab Loans have a cap of $30,000 that can be used for the following: new roofing, new windows, new plumbing, the purchase/installation of HVAC, painting, new flooring, additions, etc. related to the home repairs. Homeowners must show proof of home ownership and occupy the home. We do not offer home mortgage loans but we help facilitate them.
New Home Construction
NHSDC, Inc. has been for the past twenty five plus years, a certified building contractor of single family residential homes including subdivisions such as Loma Blanca Subdivision, Carrizo Hill Subdivision and currently developing La Lomita Village Subdivision all located in Carrizo Springs. It has also constructed apartment complexes, commercial buildings, doctor clinics, hospital additions, and Carrizo Springs Independent School District’s newest concession stand.

NHSDC is staffed by an experienced group of professionals dedicated to the mission of assisting with affordable homeownership and small business access to credit and growth opportunities thus allowing for job creation. Each of our staff is bilingual and able to conduct business in English and Spanish.
Over the years our staff has developed significant expertise in managing complex economic, business, community, housing and agribusiness (Healthy Food Finance Initiative) development.
Founding CEO of NHSDC
Manuel Estrada, Jr
Manuel Estrada Jr. is the founding CEO of NHSDC, and is highly regarded in South Texas and within the NeighborWorks network as an innovator and “miracle worker” due to his many significant accomplishments in Dimmit County and the surrounding rural communities throughout the years. Mr. Estrada has a B.A. from Stephen F. Austin University in Nacogdoches, Texas and an M.A. in Social Work from Our Lady of the Lake University in San Antonio, Texas. Mr. Estrada is a Vietnam Veteran and was awarded the Purple Heart and Army Commendation medals.
NHSDC's Fiscal Officer
Delia Navarro
Delia Navarro has over twelve years (12) experience in fiscal responsibilities. Mrs. Navarro is highly skilled in not for profit fund accounting and maintains NHSDC’s financial account and loan services systems. As NHSDC’s Fiscal Officer she also has the responsibilities as Office Manager. Mrs. Navarro studied at Southwest Texas Jr. College in Uvalde, Texas.
Construction Specialist
Martin Vargas
a native of Carrizo Springs, serves as the Construction Specialist for Neighborhood Housing Services of Dimmit County, Inc. In this role, Martin is responsible for overseeing and managing construction projects, ensuring that homes are built to the highest standards of quality and safety. His duties include coordinating with contractors, inspecting ongoing work, and ensuring compliance with all relevant regulations and codes. Mr. Vargas has over 40 years of experience in housing construction, rehab, and developing rental housing for low to moderate income families.
Martin has made a significant impact on the community, having been responsible for the construction of 22 new homes and the rehabilitation of over 60 homes for elderly and handicapped individuals. With a deep commitment to the mission, Martin is dedicated to building homes and promoting the construction of new affordable housing for eligible low to moderate-income homebuyers in Asherton, Big Wells, Carrizo Springs, and the overall county at large. His efforts contribute significantly to enhancing the quality of life for many families in the community. Mr. Vargas has been with NHSDC, Inc. since 1986. He has worked alongside Mr. Estrada, Executive Director of NHSDC throughout the years addressing the housing needs of rural communities in the Middle Rio Grande Region.
Property Management Coordinator
Johnny Estrada
Is the Property Management Coordinator at Neighborhood Housing Services of Dimmit County, Inc. A native of Carrizo Springs and a graduate of Southwest Texas University, Johnny brings a wealth of experience from his background as a former teacher and coach of baseball, football, and track at Carrizo Springs ISD.
As a Property Management Coordinator, Johnny’s role involves overseeing the day-to-day operations of residential properties managed by the organization. His responsibilities include ensuring properties are well-maintained, addressing tenant concerns, coordinating repairs and maintenance, and ensuring compliance with housing regulations. Johnny’s efforts help create a stable and supportive living environment for the community’s residents.
Grants Compliance Officer
Michael Coats
Michael Coats hails from Tuscaloosa, Alabama. He enlisted in the United States Air Force as a Weapons Specialist and, after medically retiring, pursued higher education at Mississippi State University. There, he earned a Bachelor of Arts in Sociology, followed by a Master’s in Criminal Justice from the University of Arizona Global Campus (UAGC).
Michael’s professional journey began as a Juvenile Detention Officer, which ultimately led him to a 13-year career in public education. During this time, he taught various subjects to 4th through 8th-grade students, spending his last four years as a Gifted and Talented Specialist.
With a deep-seated passion for public service, Michael joined Neighborhood Housing Services of Dimmit County, Inc. as the Grants Compliance Officer. He is dedicated to researching and securing additional funding to further the organization’s mission and make a positive impact on the community.
